This is not an official site of the National Rural Letter Carriers' Association (NRLCA). Its contributors wish to enhance the knowledge, involvement, solidarity and friendship of rural letter carriers across the country.
Some of the contributors are officers of the NRLCA or various state RLCAs. Others are local stewards. Still others are rank and file members. It is possible that there are a few non-members here and there.
Any advice, opinions or proposals transmitted by e-mail to the mail-list or reproduced on this site as are solely those of the signatories. They do not necessarily represent the policy or official positions of the RCIG, NRLCA, or, the rules and regulations of the USPS.
Where and whenever possible, various participants of this group attempt to enhance, modify, amend or even rebut previous writings. Since there are no individuals charged with the responsibility of tracking and checking all the communications for accuracy, there is no guarantee that this has been done.
Finally, it must be emphasized that your local union steward should be consulted in any potentially grievable situation. Only the stewards, whose responsibility it is, are in a position to spend the time to gather all the facts and assess the local situations in the fullest manner.
To gain the most benefit from the information supplied here on line, you really need to get involved in your local union activities and memorize the contract (EL902), the M-38, AND as much of other manuals as you can including but not limited to the F-21, the ELM and related manuals of postal operations. Some manuals supplied on line can become obsolete, so it is your responsibility to seek out the latest manuals and keep up to date with the information there until the on line sites can be updated. (Your contributions towards updating manuals here online are very welcome.)
The union is only as good as it's members, so if you don't like what you see going on, then it is time for you to roll up your sleeves and get involved yourself as a delegate, officer, or steward, web site host or if you possess the skills, become a consultant.
It's too easy to sit back and badmouth something you don't have to be held accountable for.....but do you have what it takes in the way of sacrifice and dedication to stand and deliver especially without the right to strike? Do you have the energy and time to create, write, organize support, attend, present and lobby for changes in the way of contractual proposals under Roberts Rules of Order? Do you have the ability to argue your position to a large group of union representatives? These abilities are what it's going to take to reach both the membership and national officers.
Become a member today or better yet volunteer to be the shop steward in your office and give your fellow craftsmen and officers the support and strength they need to fight the good fight.
We have the bad guys on the run but we need you to follow through. Everyone counts with your energy, contributions either financially or in volunteerism. 60,000 routes and over 100,000 souls can make a lot of difference if we stand strong together to keep our jobs paying a fair wage for a fair days work. Our strength is derived from the informed membership participation at our local offices. Everything else is pyramided from there to our national representatives.
If you don't like what "they" did, then you have to ask yourselves could you have done any better either by your contributional ideas, dedicated sharing of idea's at unit meetings, and if the answer is yes then you have already let yourself and the rest of us down by your lack of initiative and participation when it would have made a difference. Just remember this, that 'the confused and uniformed make great slaves'. You become informed by first having good questions, then attending meetings where those questions can be presented and either immediately answered or, after some research, receive the answers from the most qualified individuals selected by the membership for that purpose.

ACCURACY OR RELIABILITY OF ANY OPINION, ADVICE OR STATEMENT ON THE SERVICE OR THE SITES. Your use of the Service and the Sites is at your own risk. NEITHER the RCIG/Rural Carrier Information Gateway, NOR ANY OF ITS SUBSIDIARIES, DIVISIONS, AFFILIATES, AGENTS,

NEMISYS.COM, RCIG/Rural Carrier Information
Gateway, AND ITS SUBSIDIARIES, DIVISIONS, AFFILIATES, AGENTS, REPRESENTATIVES AND LICENSORS ARISING OUT OF YOUR USE OF THE SERVICE AND THE SITES AND THE INFORMATION AVAILABLE THEREON.

sites (the "Sites"- if any) are accessible worldwide to anyone with public or private Internet access. Access to and use of this Service and the Sites are subject to the terms and conditions of this User Agreement and Copyright Notice and all applicable laws
and regulations, including laws and regulations governing copyright and trademark. The RCIG staff reserves the right to change these terms and conditions without advanced notice. These changes will appear on

are not responsible for content you may find objectionable found at any such linked web sites. This User Agreement shall be governed by, and construed and enforced in accordance with, the laws of the State of California.
The Rural Carrier Information Gateway (RCIG) is committed to protecting your on line privacy and providing a safe
online haven for all of our users who choose to participate in the web site features and activities provided by the RCIG. We use session controls
and reserve the right to use cookies to help safeguard against unacceptable access to our member’s private

during initial registration on our main site, entries into our guest books or in response to specific requests, for example when signing up for a majordomo mail list/forum, newsletter, or answering our surveys. Information collected at one

nemisys.com or the RCIG. Any information users give to outside parties is governed by

will do so at our determination that an account has been dormant for a period of time based amount of available resources and lack of activity during that time determined time

containing your e-mail address and you will most likely will receive unsolicited messages from those who may data mine your email address. RCIG has no control over this type of use of your private information and recommends that you post your information in a way

We cannot guarantee that members will always operate using ‘reasonable conduct’ but will make every attempt to contact those members and inform them of the consequences of their actions as enumerated above.
